​​​​MNDRF Construction Productivity RD&D Grant Call for Building Information Modellin​g (BIM)

1. Background

The Building and Construction Authority (BCA) funded by the Ministry of National Development Research Fund (MNDRF)  has launched a Construction Productivity RD&D Grant Call in the area of Building Information Modelling (BIM).

The grant call is open to software developers, Institute of Higher Learnings (IHLs), Research Institutes and industry representatives to submit proposals to develop solutions for collaboration platform that meets the objective of this grant call.

 

2. Objective of Grant Call

The objective of this grant call is to address lack of customization for local construction workflows and knowledge and driving the development and use of localized BIM solutions to benefit the construction value chain (owners, consultants, contractors, operators, building users), fo​r example, by:

i. Setting up a collaboration platform that provides digital information management and collaboration platform to host and manage BIM submissions online for regulatory approvals and Virtual Design and Construction (VDC) practices.

ii. Improve model quality by evaluating the model against a set of requirements stipulated in the submission requirements for regulatory approval as well as VDC practices.

3. Funding Support

a) IHLs, research institutes, public sector agencies and not-for-profit organizations will qualify for up to 100% funding support of approved direct qualifying costs of a project. Private sector companies will qualify for up to 70% of funding support of the approved direct qualifying costs of a project. Only IHLs and not-for-profit entities would be allowed support for indirect costs. These include up to 20% of qualifying costs for overhead costs.

b) Proposals should not be funded or be currently considered for funding by other agencies. Funding awarded cannot be used to support overseas R&D activities. All funding awarded must be used to carry out the research activities in Singapore unless approved in the grant.

c) Up to three (3) applicants will be identified to implement their platforms in a pilot project for Phase 1 that will last for not more than 3 - 6 months, the implementation shall also be tested by the project teams. The shortlisted applicants shall customize their solution in Phase 1 to incorporate the 2 - 3 new functional requirements not already found in their platform. Funding for each shortlisted applicant will be up to $30,000 (including indirect costs) for Phase 1.

d) Up to two (2) applicants from Phase 1 will be shortlisted to further customize their platform for Phase 2 to incorporate the top 5 - 8 functionalities surfaced from Phase 1. Phase 2 should not be more than 6 - 9 months followed by 3 - 6 months of testing in ongoing VDC projects. Funding for each applicant for Phase 2 will be up to $200,000 (including indirect costs) for Phase 2.

e) For successful implementation, a stress test must be done by uploading approximately 200 projects on the developed model server, the prototype could be deployed on the cloud.

 

4. Submission:

a) Administrative checking is to be done by applicants and respective School Administrators. Interested applicants are requested to check with their School Administrators regarding their Schools' internal deadlines for administrative checks.

b) Please submit two hardcopy and one softcopy of the duly signed application forms (attached the MNDRF CP RDD Grant Call for BIM_Application Form.docx ) to RSO through your respective school administrators by 17 April 2017 (Monday) for endorsement.
